The highway construction creats wealth,maintenance management protects wealth, The wealth protection is important as the creation and accumulation of the wealth.A serious problem is front on the development of communication,which is restricted by the resource and energy increasingly,specially is stressed by the capital and land.Traffic is a profession of the resource occupying type and energy consumption type,the highway construction means to occupy the land for a long period.Therefore according to central requirement the continued development of highway must go to the way of economizing resource and protecting environment,deal with the relation of the traffic development, economizing resource and protecting environment.Cold in-place recycling technology of asphalt pavement will a new kind of technique that repeated using the old asphalt material of the road surface,according to the structural feature of recycling structural layer properly joining partial new aggregation or fine aggregate and pouring into the proper water and stable additional things,under natural environment completing a series of processing technology of the material and forming a structural layer again.The major research of the paper is a technology problem that a feasibility study that recycling bituminous mixture with cement and emulsified asphalt to build the pavement base and low grade pavement and how raising cold in-place recycling highway performance and mechanics performance.The First, this paper has analysed the change process of the aged asphalt in old bituminous mixture,has summarizd the mechanism,selection problemof recycle stabilized (cement and emulsified asphalt) and formed principle of the strength,through being related test has got the sieving,extracted sieving of old bituminous mixture and density,has analysed the reason of the difference between raw material sieving,extracted sievingt and the conversion relation,according to the stabilized design the gradation of cold in-place mixture.The second,for raising highway performance and mechanics performance adding the new aggregation to adjust the gradation with two stabilized,according to the bailey method furthest optimizing the gradation.The final,design a series of test to research the highway performance and mechanics performance of the three kinds of the gradation and compare with recycling performance of these,base on above-mentioned research discuss the influence of performance and composition of raw material to recycling mixture performance,has still introduced recycling machinery,construction technology and quality control,and has analysed the economy of cold in-place recycling technology, has offered reliable science basis that apply cold in-place recycling technology in the company of the structural design,construction and supervisor.In a word cold in-place recycling technology has many advantages that economizing capital and alleviating environmental pressure,it is popular application that must bring un economic benefits,social and environmental benifit.
