Rural-urban fringe zone is the unique territory between city and countryside where traffic accident rates stay at a high level on the low-grade roads due to motorization, and overspeed has been one of the major causes to traffic accidents. However, the effects of current speed control are unsatisfying. What's worse, there're no research achievements aiming at low-grade roads in rural-urban fringe zone. Therefore, it's vital to launch a speed control research for low-grade roads in rural-urban fringe zone, which can help improve traffic safety.First of all, the speed control form was chosen and the procedure of setting out speed control projects was put forward based on the analysis on traffic characteristics, road condition and current speed control effects of low-grade roads in rural-urban fringe zone. Secondly, quantitative criterion and the orderly clustering segment dividing method were proposed from field data and speed coordination theories. Thirdly, the systematic method to adjust speed limit value was established considering traffic characteristics and road environments of low-grade roads in rural-urban fringe zone. Then, on the account of driving behavior and road environments, the method to calculate the minimum length of speed control segment was presented, which is the parameter to verify and adjust segment dividing. Following that, applicability of speed control measures to different conditions on low-grade roads in rural-urban fringe zone was analyzed and suggestions of selecting speed control measures for typical special segments of low-grade roads in rural-urban fringe zone were come up with.Last but not least, one segment of X603 was taken as a case of applying the speed control methods proposed in this paper.
