With the development of urbanization in China, the scale of City expand gradually , and the structure and properties of urban underlay surface have changed radically, ar-tificial constructions are highly centralized, the excessive concentration modes of pro-duction and life generate a lots of heat, and has brought the urban ecological environ-ment unprecedented pressure, and change the urban micro climate, the most obvious feature of this phenomenon is"urban heat island effect". Urban heat island effect cause lots of problems to urban development, the deterioration of the thermal environment directly affect people's health, work efficiency and energy consumption, which threaten to the improve of the quality of the living environment and sustainable development of society and economy. Today Human oriented, how to improve the living environment, and to promote the quality of urban sustainable development is an issue that is worth studying.Thermal environment in cities have been more serious, so the researches of the ur-ban outdoor environment have become increasingly a cause for concern. Although lots of experts and scholars at home and abroad have study the formation , the space-time distribution features and the mitigation measures of urban heat island, most of re-searches solved the urban heat island problem lack systematic and actual application. Because the urban heat island is affected by comprehensive factors, at the early stage of city planning , the integrated optimization design to urban thermal environment is very important. Thus, this topic will solve the following questions:Firstly, from macroscopical to microcosmic perspective, the urban space can be di-vided into two dimensions: the city scale and the block. Through experimental data, comprehensive and systematic analysis of urban heat island formation in two scales have been done.Secondly, based on the analysis of the formation mechanism of urban heat island, using city planning (overall planning and detailed planning) method , combining the criterion of ecology garden city and green ecological estate, comprehensive mitigation measures of urban heat island have been proposed and heat-island relief system have been Established.Then, based on WuGang city geography, meteorology, resources and so on, the new rural energy planning strategies are given, in order to provide reliable basis for the new rural construction of energy saving and environmental friendly.Finally, according to the technical guideline of urban heat island, and the survey data on all aspects of the urban construction(power consumption, meteorology ,air qual-ity, etc) and underlay condition (green, water, urban roads and buildings), using the nu-merical simulation technology of Computational Fluid Dynamics software PHEONICS , the thermal environment of Jiulong mountain community (new rural construction project of Wu Gang city) have been optimized, and put forward suggestions about energy development plan in order to create a good environment and build a ecological and livable city.
