The development of basin hydropower not only can provide clean electric power, but also has important social and comprehensive benefits in flood control, irrigation, water supply, shipping, tourism, cultivation, and other fields. Joint operation of the cascade hydropower stations improves the utilization efficiency of water resources and it also generates remarkable compensation benefits in electricity generation. In order to make more reasonable profits for investors and form a health investment environment, it is necessary to establish scientific and perfect benefit compensation mechanism. Water power will be used more effective and reasonable in this way. There are two main problems in the research of the valley cascade compensation mechanism. One is how to accurately calculate the compensation benefits of cascade hydropower stations, especially the electricity benefits generated by joint operation. The other one is how to allocate the compensation benefits among the stakeholders. It needs to do further research on allocation methods.In view of these two questions, the paper established the computation model of joint compensation regulation. The objective of the model is to maximize generating profits. Power compensation of cascade hydropower stations was calculated by the model. Compensation benefits caused by the change of basin pool purchase price were analyzed based on the current trend of electricity price mechanism reform. At the same time, the research of flood control benefits was reviewed, and calculation methods about multi-annual mean flood control benefit of flood control projects were preliminary discussed. On the basis of the research about calculation methods of compensation benefit, this paper analyzed the existing allocation methods. Allocation model of compensation benefit was established using cooperative game theory. Shapely value method was applied to solve the model.Finally, three power stations, Xiaowan, Manwan, Dachaoshan, which are located in middle and lower reaches of Lancang River are provided as a case study. The calculation and allocation of power generation compensation benefits were carried out among the three stations. Through comparative analysis of results under various allocation methods, the paper gives the conclusion that the Shapely value allocation method has a greater rationality in allocation of basin cascade compensation benefits.
