| Changping Newcastle is one of the important ecological barriers in the western part of Beijing. According to the Beijing Urban Development Master Plan approved by The People's Republic of China State Council in 2005, Changping Newcastle will become one of the 11 new cities as the industrial base of high-tech research and development, and develop high-tech R&D and manufacturing, tourism services, education, and other functions. While Changping District New Town Plan (2005-2020) was approved by the Beijing Municipal Government in January 2007, Changping District will be developed to be the first-class capital city development zone with urban structure and spatial layout.Water resources carrying capacity is an important indicator controlling urban development. The evaluation of Water Resource carrying capacity will promote the sustainable development of regional water resources. Based on the status of water resources of Changping District, the water carrying capacity of Changping District was studied for supporting water resources development decisions and developing a more scientific and rational water resources planning. This study plays a major significance on the Changping District Development.The Status of current research of water resources carrying capacity was summarized in this paper and the existed problems in the present studies were discussed. It has shown that the water resources capacity is of the limited dynamic, multi-factor and uncertainty characteristics and the water resources capacity plays an important role for the social, economic and ecological development. The most commonly used computational models and evaluation methods were analyzed, and their advantages and disadvantages were compared.According to the Changping New City development plan, industrial layout and restructuring, water planning as well as the current situation of water resources, the amount of sustainable use of water resources was calculated by investing of water resources and utilization in Changping, the National water quota per capita was determined based on the economic and technological levels and welfare standards. The bearable water resources carrying capacity to Changping New City's development were studied with the composite index-- water resources for integrated characterization of the population. It was found that use of recycled water and water transfer will be the solution to meet the security needs of the forecasting population. For the lacking of water resources, strengthening construction, adjustment of economic structure, improving institutional construction and management level and other effective and feasible measurements were proposed to further improve the Changping Water Resources Carrying Capacity. |
