In view of the uninterrupted, efficiency and high speed of expressway system, once the failure of expressway electromechanical equipment happens, it will lead great influence to expressway operation and serious consequence, so the service lifetime study for expressway electromechanical equipments is particularly important. Compared to repairing and maintaining the electromechanical equipments reasonably, scrapping and replacing equipments timely will be better to ensure expressway operating system working normal. Currently, there are not certain standards to scrap the expressway electromechanical equipments, so as to it can not analyze the reasons seriously for scrapped equipment, demonstrate the technicality and economy of the equipments and the scrapped equipments are disposed unreasonably, which are restricting the development of expressway.In this paper, the equipments should be scrapped and replaced timely based on explaining the management of expressway electromechanical equipments and summing up some related theories of service lifetime for electromechanical equipment;the physical lifetime of equipment is predicted by using Delphi Method, the economic lifetime of equipment is calculated by using the minimum annual mean cost method and the numerical degradation method, a comprehensive prediction model of service lifetime is proposed; The scrapping data has been formulated clearly through service lifetime, failure rate and maintenance costs of the equipment, and the scrapping guidelines and scrapping process for expressway electromechanical equipments have been drawn up in detail. A mathematical decision model for equipment replacing has been proposed base on the study of three replacing ways of equipment which are overhauling and remolding, prototype replacing and new type replacing, provides a basis for decision making to replacing the equipment. In the end, a scrapping and replacing system of expressway electromechanical equipments for enterprise based on B/S network architecture has been analyzed and designed. The comprehensive prediction model of service lifetime and determining conditions of scrapping for electromechanical equipments, scrapping guidelines, the mathematical decision model for equipment replacing, scrapping and replacing system of electromechanical equipments which are proposed in this paper can provide good data and decision support for the management of expressway electromechanical equipments to reduce expressway accidents caused by equipment problems, also, it can make knowledge management and information exchanging more convenient in expressway industry, promote the development of expressway equipment management.
