In recent years, with the rapid economic development and urban construction, the electricity load in Shanghai rises year by year. As one of the main business in electrical industry, power grid construction task in increasing day by day. With the rapid increasing of power grid construction workload and under the press of complex construction environment and huge engineering information,it becomes an urgent management problem need to be sovled that to build a platform for information sharing, to speed up the information flow,to highlight key issue. In response to this situation, and under the guidance of Infrastructural Department of SMEPC, our company has developed a control system for engineering,and now it's entering into a formal operational stage to further ensure the quality, safety, duration and cost of power grid construction. And it also explores a new set of method for manufacture and management in power grid construction. At the same time, we found that engineering construction for transmission and transformation is full of high rick, that is to say large engineering cost, long construction period, complex technology, simple data management recording in the construction process, rather than its analysis which can not effectively enhance the level of corporate governance. Therefore, the use of engineering control system which records the human resource, materials, equipment, machines and other data has practical significance on transmission and transformation engineering risk assessment.This article is the study and application of project management system which is developed and performed by SPTTEC under which constructed the transmission project risk evaluation index system and established evaluation model based on VaR method. Take and analyse 800kv Fengxian Substation Project Package A for instance, it verifies the rationality and feasibility of established model of index system and enables quantitative analysis for possible risk in construction and offers reference to improve the risk capacity for further construction of power transmission and transformation project management.
