After the 18th National Congress,the national power system reform began to be carried out in an orderly manner and continued to deepen,in which the project management,bidding and investment mechanisms of power projects are being improved at the same time,and the need for risk evaluation of power grid projects has gradually increased in order to cooperate with a more perfect power grid investment management mechanism.Compared with ordinary construction projects,there are some differences between transmission and substation projects:the construction period of transmission and substation projects is relatively long,the investment amount is often huge,which leads to more risk factors in the construction of transmission and substation projects.the importance of risk evaluation is very prominent.This paper first defines project risk evaluation,briefly describes the main objectives,contents and general process of risk evaluation,and analyzes and discusses the differences between transmission and substation project risk evaluation and ordinary engineering project risk evaluation to provide the basis for constructing transmission and substation project risk evaluation model.Secondly,the risk identification method,risk evaluation index construction of HL transmission project are determined with the case of HL transmission project,which is a small 35kV transmission project.Four primary risk factors and fifteen secondary risk factors of HL transmission project are identified.The conclusion shows that the primary risks of HL transmission project are economic and environmental risks;the secondary risks are financial,price increase,internal management mechanism,policy changes,natural environment and other risks.The fuzzy comprehensive evaluation shows that the HL transmission and substation project is at a high level.On this basis,we propose improvement measures for the general and key risks faced by HL transmission and substation projects,and then summarize and propose some risk control suggestions that are universal for all small and medium-sized transmission and substation construction projects.
