As the electric power project to benefit people's livelihood,Linyi substation 1000 kV AC power transmission project from construction target and planning ideas put forward to concrete construction plan,from project construction to operation and management,the entire project implementation process is accompanied by from personnel,technology,material,quality and other aspects of influence factors,factors unfavorable to achieve the goal of construction of the project for risk factors,namely is the main control object of risk management work.Especially during the period of project construction,adopting technology measures of the scientific and reasonable,whether the implementation of the management measures are effective,whether each link cohesion and engineering quality goal smooth realization,etc.,all need to construction enterprises do a good job in management will be the possibility of risk and the loss of control in an acceptable range.Therefore,for the linyi substation 1000 kv ac power transmission and transformation project,the whole construction process involves many government management concerns,is paid attention to by construction enterprises,social public infrastructure projects.During the project implementation,to do a good job of preventing and controlling all kinds of risks,to ensure smooth implementation,project construction goal is to carry out the project management in construction enterprises should be attention by the content.This paper takes Linyi Transformer Substation 1000 kV Communication Power Transmission Engineering Project as an example,the main risk using the theories and methods of project risk management to implement the pre development stage,construction stage and operation stage may face recognition is made more scientific,based on a preliminary identification list,using expert scoring method the risk factors for the grading and weight calculation,the removal of several risk factors of smaller weights,established a list of project risk.The index system of project risk assessment is established based on fuzzy comprehensive evaluation theory,and its quantitative analysis is carried out.The final evaluation result is low level of project risk.On the basis of the basic theory and the previous project management in risk management guided by the results,and put forward measures of risk prevention in the project implementation process,including the construction project quality assurance system,the establishment of project safety management system,pay attention to the project risk assessment,scientific risk management plan,strengthen the project risk monitoring;combined with the result of risk assessment,selection effect the weight value of the higher risk factors are key to deal with,mainly for the losses and force majeure risk,based on the production and operation of the termination of insurance,based on the technology of wind power grid stability and the original design scheme based on the market investigation and evaluation of financial decision-making risk,security risk based on site management and construction personnel protection measures are proposed.I hope that through the research process and conclusions can provide theoretical guidance and reference methods of risk control in the actual work for the project managers,and help China transmission station construction project builders in the whole process of decision making,design,construction and operation to effectively identify the risk factors,adopt the scientific and reasonable evaluation method to evaluate the level of risk,and control the risk existing in the project,to ensure the smooth implementation and operation of the entire project.
