Shenyang Traffic Congestion Management Research

Urban traffic congestion has become today's world each country in urban development in the important problems common in China, the major cities have been beset by the traffic congestion. Traffic congestion not only seriously influenced the development of urban economy society, and returned to the daily life of the urban residents in a major inconvenience, especially the dweller appears more powerless. In other words, urban traffic congestion has become the important urban development hampering factors. Therefore, how to solve the traffic congestion this issue has become an important task of the local government.Based on the field survey and the basis of collecting documents, using dredge the decision theory analysis and research of occurrence traffic congestion in Shenyang reasons. They are respectively is: One is the traffic laws and regulations is not perfect, traffic police enforcement is not strong, traffic safety propaganda education in place; Two is network structure and layout of chaos, lights set unreasonable, parking gap is big; Three is public transportation rate is low, cars travel, the motor vehicle travel increasing rate reduced rate. After careful analysis, this paper argues that: Shenyang governance traffic congestion by the main emphasis is to lead, be responsible for making or perfect relevant traffic regulations system, clarify each related department specific duties, ensure transportation supply in position. Meanwhile, the application of advanced intelligent transportation system to real-time control and guide network traffic flow, so as to achieve the goal of reasonable and orderly travel. Overall, can adopt the following measures: the city and its related functional departments shall establish and perfect the traffic management regulations, strengthen the traffic police team construction, increasing traffic safety propaganda education, network structure, rational planning application intelligent transportation systems, relieves traffic flow, real-time control parking number, real-time optimal bus lines, real-time guide cars travel, etc. Meanwhile, according to the latest research results abroad, this paper points out that: Shenyang city traffic congestion in governance should introduce the worlds most advanced solutions, namely intelligent transportation system applied to transport the traffic flow. Through the above these measures to achieve "standard", "this" and governance in Shenyang city, fundamentally solved the problem of heavy traffic.
