With the continued growth of air traffic flow, various data and studies have shown that air traffic congestion caused by irrational terminal airspace structure are more and more serious. Through the terminal airspace structure optimization studies, not only to ensure the terminal area airspace security and improving the capacity of terminal airspace, but also greatly improve and enhance the national airspace service capabilities. This paper considered China's actual airspace situation, and Conducted in-depth, systematic study from the actual structure of terminal airspace optimization problem, and to propose evaluation system of operational capability and statue of route networkIn this paper, the terminal airspace route network design method was described. after summing up concept of flexible use of airspace(FUA) and development, based on the proposed 3-level model of flexible airspace management. For the tactical phase of flexible management of airspace, established Dynamic Management of Terminal Area route (DMOTA) model, for the principle of optimal economic and made optimization case of shanghai terminal area based on FUA.For some dense terminal area which has multi-airports or multi-runways, multiple sectors are needed. But because the boundaries of the terminal airspace restrictions, traditional sectorization can't work on it. So a new sectorization method is needed for dense terminal area. In this paper, functional sectorization method is proposed, which use route segment as basic optimum units, and regroups them through the functional identity. Under the condition of arrival and departure separation. This functional sectorization method is different from traditional geographic sectorization.In order to assess the Operational capability and statue of route network, this paper did route network research from reliability. The basic theory of the reliability has been studied. By summarizing the theory of travel time reliability, route segment travel time reliability of indicators have been established. Then Indicators systems were used to evaluate shanghai terminal route segment's reliability.
