The Eurocontrol proposed the concept of flexible use of airspace, aiming atincreasing airspace capacity by the flexible use of airspace to adapt to the increase of airtraffic flow in the future. In recent years, with the rapid development of China’s civilaviation, tensions in the airspace are becoming more and more serious. So, flexible useof airspace will also be the trend of the development of civil aviation in our country inthe future. According to the concept of flexible use of airspace, we need to conductdynamic management over the airspace. An important aspect is to dynamically adjustthe existing route structure, reducing the flight delays caused by traffic control, andanother important aspect is sector optimum partition based on the concept of dynamicairspace configuration, solve the time mal-distribution of flow by sector dynamicmanagement, to balance the controller’s workload.Based on the related researches, in view of the demands that a lot of air trafficcontrol units need to set up auxiliary sectors currently, sector optimum partition basedon concept of the flexible use of airspace was proposed. Firstly, the concept of flexibleuse of airspace was introduced in detail. Based on the concept of temporary isolationzone and the conditional route, this paper built the mathematical model of routeplanning and then calculated it, dynamically adjusted the existing route structure. adynamic airspace network topology structure was established. Voronoi diagram wasused to accomplish the dynamic airspace units division, aiming at ATC workloadbalance, the improved discrete particle swarm optimization algorithm was used forcombinatorial optimization of the airspace units in different times, the optimizationresults were integrated to determine the dynamic sector boundaries, then implementeddynamic management of the sectors through the control of dynamic sector boundaries.Finally, the sector optimum partition in the terminal area of Chengdu proved thefeasibility of this method.
