With the increase of flight demands in recent years, the operation pressure of the airspace with a high traffic flow density increases, due to the continuously rising of air traffic flow. The original single and cured air routes turn to the complex and flexible air route network for the flexible use of airspace, which has greatly improved the airspace operation efficiency. Carrying out the research of air route network capacity evaluation under the implement of the flexible use of airspace has very important significance which could provide decision supports for conducting the national airspace design and the air traffic flow management.Firstly, this paper briefly summarized the research progress of airspace capacity evaluation and the flexible use airspace, and defined the capacity of the air route network; Secondly, this paper abstract airspace to be a capacity limited service system based, and built the evaluation model of airspace macroscopic capacity based on the theory of random service system by analyzing the probability regularity of the airspace system, then proposed the assessment methodology of macroscopic airspace capacity. The macroscopic capacity of each segment of the air route network were assessed, which could provide theoretical basis for the nation to obtain the airspace macroscopic capacity; Thirdly, this paper analyzed the situation of the flexible use of airspace, and put forward the air route dynamic management tactics for maximizing the function of the temporary routes, then presented the linear programming method for air route network capacity evaluation based on the graph network flow theory, which could provide decision supports for the air route pre-assigned management; Fourthly, this paper presented the evaluation model of airspace dynamic capacity based on the theory of random service system due to the changes of airspace capacity affected by the dynamic factors, and the algorithm of the airspace dynamic capacity evaluation was given following known the aircraft flight time based on Markov-Chain. This method can assessment the dynamic capacity of each segment of the air route network in the real-time, which could provide decision supports for the allocation of air route in the real-time.Finally this paper analyzed the enormous flight data from of the system of China State Air Traffic Flow Management Centre, and verified the evaluation models of airspace macroscopic capacity and dynamic capacity with the example of beijing-shanghai air route, and the values of macroscopic capacity of beijing-shanghai air route and the dynamic capacity of the segment part of the air routes were obtained. Capacity results were confirmed credibly by continuous monitoring the operation of the beijing-shanghai air route.
