Strategies Of Urban Rebuilding In Chongqing

Although cities are stepping into the stage of rapid development in China, they are facing a large number of various problems, such as population explosion, traffic jams, environmental deterioration, lost of specific features of cities and deconstruction of historical sites and customs. Urban rebuilding is one of the most complex social systems during the constriction of cities, it involves many parties consisting of government, developers and habitants, and it requires serious considerations and balance of economy, society and environment. Chongqing, as a new city in Southwestern China, are developing dramatically, while its urban renewal is also speeding up and has many obvious improvements and substantial fruits. However, its urban rebuilding is still in a lot of problems and contradictions that require instant solutions.The thesis reviews the developing process and renewal strategies of urban renewal worldwide and comments on its current situation. To satisfy the effectiveness and efficiency of urban renewal strategies, it applies several theories comprising urban space structure, urban sustainable development, urban land economics, urban housing economics and urban welfare economics.Then, expert interview and qualitative analysis are conducted to analyze and conclude the current situation, characteristics, development process, policies and problems of urban rebuilding in Chongqing. The results show that the main problems are the contradictions between urban renewal and historical protection, between resettlement and social stability, between financing and governmental function, and between land operation and urban function.Based on the review, the thesis summaries the main experience of urban rebuilding in Chongqing in recent years, proposes rebuilding strategies including four integrated areas, namely operation, development, demolition and institutional design. The operation area is based the public private partnership which involves governments, developers and habitants and the process of implementation and feasibility are discussed; the development area is based two models named Small Scale Development Integrated Organic Renewal Model and Integrated Development Model, and their advantages and suitability are analyzed; the demolition area is based on the current framework of laws and regulations and the shortcomings of demolition process are explained; the institutional design is based on planning, policies and laws and specific suggestions are given.Lastly, it adopts the Tianyuan Urban Rebuilding project, Jiangbei District, Chongqing as a case. The circumstances and constraint factors are briefly analyzed, the model of calculating floor area ratio (FAR) of rebuilding projects is proposed to calculate the FAR of this project, and the best rebuilding program is selected by a quantitative process, which are conducted to develop some measures and strategies that can guarantee its success.
