Study On The Classification Supervision Mode Of Construction Safety

China's construction industry has basically established the construction safety regulatory mechanism that the construction safety work of the main parities involved in the process of building is supervised by construction administrative departments under the guidance of the safety management system that"national monitoring, industrial management, enterprise responsibility, supervision by masses". The construction safety management agencies have been established in many areas. They dive into a lot of resources to construction safety management and play an important role in reducing accidents, protecting life and property.Currently, there will be higher requirements for the construction safety regulatory because of the faster growth of the housing construction scale caused by the rapid development of urbanization and the high-risk characteristics of the construction industry. However, the construction safety management agencies are facing with the status lacking of regulatory resources, this will be contradiction between the growth of the regulatory requirements and the shortage of the regulatory resources. Therefore, it is necessary for looking after the way of rationally allocating regulatory resources and improving regulatory efficiency to solve the problem. For the above reason, through analyzing the problems that exist in the allocation of the current regulatory resources of the construction safety supervision, it proposes that the construction safety management agencies implement the classification supervision of construction safety to alleviate the conflict and do some corresponding analysis.Firstly, it applies the knowledge of the adverse selection in information economic, analyzes the current allocation of the construction safety regulatory resources by establishing model and listing an example and proposes that the improving orientation of the way of the current construction safety regulatory which means construction safety classification supervision. Secondly, it does a brief description on the meaning, the characteristic, the principle and the significance of the construction safety classification supervision. Thirdly, it analyzes the feasibility of the construction safety classification supervision from the aspect of the theory and the practice. It analyzes the theory feasibility applying the 80/20 rule of Pareto efficiency and the utility theory; it analyzes the practice feasibility through summarizing the actual operation of the USA, the Britain and some areas in our country. Finally, it analyzes the establishment of the construction safety classification supervision from these aspects including the construction framework, the evaluation index, the fuzzy comprehensive evaluation, the rating standards, the regulatory measures for different level of construction enterprises and the protective measures.
