As a particularly important kind of public goods,the power industry also has the characteristics of natural monopoly.With China continues to promote the power system reform,split power transmission,power supply,power sales,in sales,power generation,distribution process gradually into the market competition,and broke the monopoly of electric power enterprise,produce gradually perfect the market price system,can present real production supply cost,reversed transmission enterprise continue to optimize the allocation of resources,significantly improve service ability and level.Especially in 2021,after China put forward ecological goals,it is necessary to comprehensively promote the reform of electricity market,continue to promote and accelerate the optimization of the energy structure,and gradually implement the creation of low-carbon and clean energy system.Furthermore,it puts forward new requirements for the Chinese government’s supervision of the electricity market,and the transformation from the separation of government supervision to the integration of government supervision is a particularly important direction in the new round of energy agency reform.The industry supervision +policy planning has evolved into the overall situation of energy institution reform in the new era.In the reform link,it is necessary to continue to explore how to innovate the regulation of China’s electric power industry,so that the electric power enterprises and the government can create a new relationship that can adapt to the market-oriented economy,and better play the role of the government in the supervision of electric power enterprises.In this paper,through the summary of the regulatory structure of the power industry under the background of domestic and foreign political supervision reform,the research ideas,research background,research purpose,research content and research method,and summarize the innovation points of the article.Secondly,based on the basis of foreign and domestic literature,the relevant theories and concepts involved in this paper are defined.This paper focuses on the application of government supervision theory and holistic governance theory in the process of research.Third,based on the literature of our country electric power industry government supervisor regulatory structure optimization status is analyzed,the analysis of the regulatory structure of electric power industry on the basis of the present situation of the power industry policy and regulatory structure problems and the reasons are analyzed,based on the regulatory structure problems and reasons in this paper puts forward to improve the electric power industry government supervisor supervision structure optimization countermeasures.Through this paper,the following conclusions are obtained: by summarizing the current situation of the optimization of securities supervision and application regulatory structure in the power industry,it is found that the current situation is mainly reflected in the integration trend of regulatory top-level design,the joint strengthening of supervision by regulatory subjects,the improvement of human resources,and the regional sharing of regulatory resources.Through to the analysis of the present situation,the electric power industry government regulatory structure for the reality,the main existence of fuzzy system design,regulatory process long management,regulatory construction does not reach the designated position,regulatory environment,the reason for the lack of power industry regulatory law,regulatory responsibilities fixed rigid,regulatory structure mechanism,the electric power industry monopoly for a long time.Based on the difficulties in the implementation of the supervision structure of the political supervision in the power industry,the countermeasures for the optimization of the political supervision in the power industry are put forward.It mainly puts forward targeted countermeasures from four aspects: attaching importance to the improvement of the supervision system of political supervision,clarifying the responsibilities of the main body of political supervision,promoting the construction of the supervision structure and improving the supervision environment of political supervision.
