Research On General Airline Operation Safety Supervision And Countermeasures

At the same time of the rapid development of China’s general aviation,the operation safety problems of general aviation companies have gradually emerged,with frequent accidents.At present,China adopts the same supervision method as public air transportation to supervise the operation safety of general aviation companies.However,under the current environment,the current general aviation safety supervision mode is not suitable.Therefore,how to prevent and reduce accidents while relaxing policies and lowering standards has become a major challenge for the civil aviation government.This article will analyze the current problems in general aviation safety supervision and their causes,and clarify the direction to solve the problems.Put forward the risk-based general aviation company operation safety supervision,clear the general aviation safety supervision needs to supervise the operation risk,establish a general aviation company operation safety supervision mechanism based on the number of hidden dangers and the degree of harm,and focus on the supervision of hidden dangers with high degree of harm.This paper puts forward risk-based principles and detailed rules for the operation safety supervision of general aviation companies,including the supervision content,supervision frequency,supervision intensity,supervision methods and supervision work flow of civil aviation supervision departments.It establishes a classification supervision standard for the operation safety of general aviation companies based on the number of hidden dangers.It points out that the civil aviation government supervision departments need to supervise different levels of general aviation companies in different periods.During the period,the general aviation companies shall exercise self-discipline,carry out high-intensity supervision on companies with many hidden dangers,reduce supervision frequency and supervision intensity on companies with few hidden dangers,and implement management by credit means during the self-discipline period of the companies.It is proposed that the risk level of the actual hidden dangers of general airlines may not match the regulatory intensity implemented according to the classification regulatory standards,and there are four states of “reasonable”,“unreasonable”,“acceptable” and “unacceptable”.It is also proposed to adjust the regulatory measures for the mismatched situations,supervise according to the risk level,and implementreasonable and acceptable regulatory intensity for hidden dangers of different risk levels.This paper puts forward some countermeasures to improve the safety supervision of general aviation operation,such as building a general aviation regulation system based on risks and perfecting corresponding regulatory documents.
