With the development of the economic, more water recourse has been exploited and made use of. Hydroelectric programs in our country had also made a lot of progress. So far, the number of dam built in board reached 80 thousands. 80 percents of them were earth and rock fill dam. For the reason of history, most of the dam had a lower design standard, and safety hidden danger could be seen everywhere which has a great influence to the safety of people's life and properties. So established a speedy and scientific system is management department's subject urgently.This article builds the Safety Pre-warning system reference standard to the background of Wuyue Reservoir Safety Monitoring. This system contains the following sections mainly.Firstly, this paper illustrates the Wuyue Reservoir Dam Safety pre-warning system design, and determines the development process, develop language and backend database of system.Secondly, the mass data was by database technology stored and managed scientifically, in order to meet the managers'need such as analysis, view, and print.Thirdly, the system writes the analytical method of measured data of earth-rockfill dam into the program, and analysis the measured data.Fourthly, establish multivariate regression model based on the measured data to predict seepage data and settlement data of Wuyue reservoir.The lastly, using the fuzzy evaluation principle, this paper established evaluation index system of the dam safety of Wuyue reservoir, as well as multi-level evaluation system.
