With the rapid development of hydraulic engineering, hydraulic structures safety-monitoring engineering gradually becomes an indispensable important part of the hydraulic engineering. As the water conservancy projects are mostly large projects, thus once the security issues happened then sequent major security incidents would be brought in which not only caused great loss to the local people's lives and property, but also hindered the take-off development of the national economy. Therefore, increasing concern and attention were paid to the security monitoring and construction of hydraulic structures. Based on the installation and construction processes of the monitoring device, this study mainly researched on the safety monitoring project management issues of hydraulic structures. The main contents of this paper are as follows:1. Described the development processes and the current status of the safety monitoring projects for hydraulic structures as well as the construction and management of the device installation projects.2. Researched on the installation and data collection methods of the monitoring equipment by combination of the specific safety monitoring system.3. Based on the theory of safety monitoring project management, conducted an in-depth study on the installation project organizational structures and commutation patterns of the safety monitoring device, and finally obtained a brand new organizational structure and "Radiation" type of communication mode through optimization.4. Game theory was applied to the construction management processes according to the game between the device installation unit and supervision unit. It was revealed that the origin aim of the game between the two units is to realize the profit maximization.5. Put the above study results into practical projects and ensure the construction quality and schedule of the safety monitoring device through the optimization of organizational structure and information exchange mode as well as the fierce fighting game between the device installation unit and supervision unit.
