Urban transportation issue has become an important factor in restricting urban functions and urban sustainable development. When Local governments deal with the traffic problem, at first they develop an Integrated Transport Planning, but Road Network Planning is one of the most important parts in it. How the Government determine whether the plan can be achieved the purpose of improving the urban traffic conditions in the end or not, whether to avoid blind investment, and which impact the future development of cities have, these questions can be answered after evaluating the Road Network Planning Program scientifically.In this paper, the author described decision-making-oriented connotation of Planning evaluation, introduced the characteristics and principles which the Planning evaluation should have systematically, and pointed out that planners should take theories and methods related with evaluation system in the road network planning stage and in the entire process of the developed plan, through analysis of the relationship between the traffic and transport planning decision-making, and integrating the use of Planning evaluation in the Road Network Planning Program.Based on research in the evaluation system of urban road network planning, the author listed a few non-adaptive of the evaluation system to the planning; then from the point of Decision-makers, analyzed frame of Road network planning evaluation index system with the decision System\ Engineering Theory and methods, constructed the evaluation index system with Hierarchy tree method; showed all indicators of the evaluation system with Decision-makers'Demand, showed off the Evaluation results with methods of Multi-level fuzzy at last.The author evaluated the planning program with Multi-level fuzzy, calculated Subjective Weight with Trapezoid Fuzzy Mathematical Model, and calculated Objective Weight with Entropy Model, then combined weights.Finally, with the case study of the evaluation of Road Network Planning of YIWU city, the research of this paper is proved practical.
