At first, this paper analyzes the relative theory of the project bidding combined with the present situation of that in our country, then searches into some factors, which paly certain role in the bidding decision of contractors in the process of bidding. Secondly, the comprehensive evaluation index system about bidding decision of contractors is established to make the assessment about the bid project. At last, the bidding tactics are quantitatively calculated based on time value of capital after the bidding decision in order to provide the quantified and applicable ways and proposals for the bidding decision, bid getting and profits.Set at the background of the development trend of construction industry in our country and based on the current condition of the tender and theortical research of bidding decision, the paper analyzes the problems in the constrcution contracting market, summarizes and expresses the importance and necessity about the quantified research for bidding decision. According to the selection principle of the index, the evaluation index system is preliminarily established based on the evaluation factors about bidding decision of contractors, and the questionnaire about the importance of the factrs is designed and sent to adjust the system through the analysis of the statistical results to form the "construction contractor bidding decision evaluation index system".According to the characteristics about the system, such as the information cannot be totally quantified when evaluated, there is no normative assessment standard, there are interdependency and relativity between the border and the index, there are many targets in the system and it is difficult to quantify the index and so on, the paper applys Analytic Networ Process(ANP) to determinate the weight of the index and evaluated the bid project with Fuzzy Evaluation Method.Set at the background of the list pricing mode in construction industry of our country and based on the current research condition of bidding strategry and theortical research of bid evaluation method, the paper analyzes the problem in the bidding process and serches into the unbalance quotation method to provide two model of optimal quotation. It can own more profits than the ordinary quotation with the first model through adjust the comprehensive unit price on the premise of the constant total price and the successful tender. It can own the lower total quotation than the ordinary price to increase the probability of bid success with the second model through adjust the comprehensive unit price of the item on the premise of the constant profit. At last, two models are conveniently solved by the progarmming solver in Excel.In order to inspect the comprehensiveness and systematicness of the index and verify the practicability and validity of the method, the paper takes a project as the case, establishes the five level evaluation sets and network hierarchical model with ANP, collects the data through questionnaires, calculates the weight with the software about Matlab and the membership grade of each factor with the rating method, evaluates the project with Fuzzy Evaluation Method, analyzes the results to obtain the evaluation rating of the project to make bidding decision, and put forwards the attention and improvement in the bidding process. The optimal modes are used to optimize and adjust the quotation after decision-making. The result of the case proves that the method of bidding decision and quotation optimization is applicable and operational to reflect some objective facts.
