The rapid changing market and increasing intense competition have posed a great challenge for small firm clusters. Therefore, in view of the lateral cooperative group in small and medium-sized enterprise clusters, it is significant to explore how to strengthen the development and planning administration of the small and medium-sized enterprise clusters, build horizontal integrated virtual enterprises, optimize distribution of the enterprise groups'limited resources, and promote both the scale effect and brand effect of small and medium-sized enterprise clusters. Task allocation is an important component in the operational phase of horizontal integrated virtual enterprises. It plays a pivotal role in the project implementation in cross-enterprise cooperation. This paper mainly focuses on the following aspects:1,Identifying the key resources of horizontal integrated virtual enterprises。Through the analysis of its producing mode and features, horizontal integrated virtual enterprises operating process is raised on the basis of key resources. Thereafter, the recognizing line of thinking of key resources, directing to the producing process and the orders, is put forward. Then, indicators appraisal system and appraisal value calculation are built to recognize these key resources.2,Production task allocation of horizontal integrated virtual enterprise based upon key resources.To begin with, an analysis is conducted on task allocation and factors in relation to task allocation and an outline is established regarding how to apply key resources capacity to task allocation of horizontal integrated virtual enterprise so as to achieve optimization of resources allocation of overall virtual enterprise facilitated by optimization of local resources through coordination efforts by different local enterprises led by chief of an enterprise alliance. Afterwards, an optimized model of balanced load rate and minimal cost is set up. The optimized model is a problem of integer programming, which is resolved by genetic algorism.3,Exploration and realization of prototype systemThe architecture of prototype system has been studied and functional model and database have been designed. Finally, specific cases are given to testify the theory.
