Reflectict And Explore Resource Allocation Of Chongzhou (County) Domain Of Space Based On Urban-rural Co-ordination

In recent years, Urban-rural Co-ordination has become the dominant social thought. International experience shows that the dominant system of social trends influence the institutional arrangements of government .And it is the most fundamental factors which determines the development of a national and regional. In fact, Urban-rural Co-ordination proposed a big issue of the allocation and adjustment of the public resource. The main functions of the modern planning of urban and rural are to arrange the use of urban space resources, and guide the orderly development of urban and rural space. The County Administrative Region as the relatively complete basic geographical unit of Chief of the implementation of macro-economic management will help local governments to deploy elements of the district allocation of resources, and it is the is the most appropriate space for feet of Urban-rural Co-ordination. Back in 2003, Chengdu had begun to explore Urban-rural Co-ordination, and in 2007, the National Development and Reform Commission officially approved the establishment of the national comprehensive reform pilot urban and rural areas in Chongqing and Chengdu. Chengdu has experienced nearly a decade of exploration, and has made remarkable achievements. In the accelerated phase of developing the western region into an important historical period, to the background of Urban-rural Co-ordination, and the allocation of resources of space objects in county planning as the study, this paper surveys the encountered problems of Chengdu Chongzhou in the planning practice and exploration, collects the community feedback, reflect on lessons learned issues and countermeasures.This article is divided into six chapters, of which the first chapter is an introduction, through elaborate and analysis the background and the background of discipline developing and defined the scope of the relevant concepts and research, proposed the purpose of this study, content, meaning, and the logical framework; second chapter is related policy and theoretical research paper, in this chapter, the author first studied the mechanism of urban and rural space resources in conditions of market economy; analyzes the impact the China's rural land policy reform on resource allocation mechanism of action of space, in the concept of Urban-rural Co-ordination areas; finally, combed and research the relevant theory of Urban-rural Co-ordination in county planning.
