Water environment is the basic element of the natural ecological environment, and it plays an important role in human life and social economic development. However, with the growth of population and economic development, the shortage of water resources has become one of the global environmental problems. Because of the rapid development of economy not only caused a series of water environmental problems, but also restricted the economic development. This "eleventh· five national economic and social development plan" proposed to build the goal of water-saving society", namely by2010, the unit output of water consumption dropped to240m3, and the unit output of COD emissions fell20%", And asked the provinces to take active measures to strive to achieve the goal, which could make our country national economy be on the path of sustainable development.In this paper, based on the data of GDP, total water consumption and the proportion of primary industry of all provinces and cities in Shaanxi Province during the period of "11th five", the strength and efficiency of water-saving reduction were calculated, and analyzed regional difference of water reduction and the spatial distribution of water-saving performance. And verified that there existed a certain correlation between the unit output of water consumption coefficient and per capita GDP, the proportion of primary industry, per capita water resources. The conclusions of this research are:(1)During the period of "11th Five", China’s overall water saving and emission reduction achieves good results:ten thousand Yuan RMB production value of water consumption drops to225m3in2010from325m3in2006, which causes a total decrease of100m3, and the water saving efficiency is30.76%. Ten thousand Yuan RMB production value of COD emissions was reduced to3.07kg with the significant difference among provinces. As for Shaanxi province, ten thousand Yuan RMB production value of water consumption drop to81.4m3in2010from196.7m3in2006, which causes a total decrease of115.3m3, and water saving efficiency is59%.(2)The reason of the national difference of area water volume is mainly caused by the unit output value of water consumption in different regions. The water consumption of ten thousand Yuan RMB production value is greater, the amount of water saving of ten thousand Yuan RMB production value is bigger. For the country as a whole, the average water consumption of ten thousand Yuan RMB production value in developed area with dense population, developed economy, developed industry, are relatively small, accordingly the same with its amount of water saving. However, for the less developed western region, the average water consumption of ten thousand Yuan RMB production value are big, accordingly the same with its amount of water saving. Shaanxi Province also follow this fact, in southern Shaanxi is economically backward, ten thousand Yuan RMB production value of average water consumption in the11th Five-Year, the amount of water saving of ten thousand Yuan RMB production value is big.(3) Through the analysis of reason which influences the water consumption of ten thousand Yuan RMB production value are:the different per capita possession of water resources, the different proportion of first industry within different provinces and the different levels of economic development in different regions. Ten thousand Yuan RMB production value is established based on water consumption coefficient equation. As we can know from the equation, the per capita water resources are in direct proportion to its intensity of per capita water consumption. The higher the per capita water resources are, the bigger the amount of unit output value of water saving is. The proportion of primary industry is diversely proportional to the strength of unit output value of water consumption. The higher the first industry accounting for industrial structure, the greater ten thousand output value of water consumption is; And water consumption of per unit output value is in negative exponential relationship with per capita GDP.The water resources is richer, the water saving potential is greater. Promoting the upgrading of the industrial structure is the effective way to improve the utilization of water resources. Building a resources-conserving and environment-friendly society is playing a decisive role to the development of our country, in order to achieve this goal; we must change the mode of economic growth and optimize industrial structure, which is the key measure and inevitable choice to build environment-friendly industries.The innovations of this paper:The analysis was based on panel data and established the ten thousand Yuan RMB production of water consumption coefficient equation; Through the analysis of this equation, we can found that water-saving agriculture is very important for water saving.
