"Sichuan Northeast-West Oil Pipeline" project is a regional project of national project "East Gas Transmission", as well as the full speed up important strategic projects of national energy channels construction and oil and gas backbone pipeline construction. Therefore,"Sichuan Northeast-West Oil Pipeline" project has been managed in EPC mode. EPC general contracting mode is the engineering general contractor, in accordance with the contractual requirements of engineering design, procurement, construction mode. In EPC mode, Engineering not only works out the detailed designing, but also contains the specific content of the entire construction and planning; Procurement is the procurement of materials, specialized equipment; Construction means "Building", which includes technical training, testing, construction and installation.This article briefly introduces the topic background, the current development of EPC mode in at home and abroad, the meaning and the purpose of this research, and the concept of EPC general contracting mode. In this article, with the research methodology of theory combined with practice, the author combines with the completion status of "Sichuan Northeast-West Oil Pipeline" project, analyzes and discusses five aspects that affect the management of "Sichuan Northeast-West Oil Pipeline" project in EPC mode:contract, HSE, schedule, cost and quality management; proposes and emphasizes the assurance measures of strengthen the information management、suitable organization management system establishment、more complex talent training、change the idea、through the standardization of project management to improve the management level of the general contractor.
