Long-distance pipeline projectnot only has the characters of general project, but also has chaarcters of great investment,long construction period, high quality requirements and construction fluidity，weak socialdependence. These characteirstics result in many uncertain factors, high irsks, and largedamage scale caused by the irsk. There exist several important researching projects during theprosperous development peirod of pipeline construction, for instance, How to utilize andallocate limited construction fund reasonably and effectively, how to reduce construction costand save investment cost in order to improve the long-distance pipeline project’s economicand social eiffciency under the circumstance of unchanging scale, standards, constructionpeirod and quality, how to strengthen the management of construction cost on the wholeprocess of the long-distance pipeline project. This paper starts by illustrating the presentresearching stage and development tendency of construction cost management home andabroad, then states, analyzes, studies the characters of long-distance pipeline project, thetheory of whole process construction cost, the whole process construction cost management oflong-distance pipeline project as well as the problems and innovation of whole processconstruction cost management. This paper fully analyzes the present stage and vairousproblems of the whole process construction cost management of long-distance pipeline project,mainly studies construction cost management at the stage of projcct investment and designing,discusses the existing problems of whole process construction cost management and putforward solving methods and measures, as well as confirms the necessity of building wholeprocess construction cost management.This paper takes the long-distance pipeline construction project as the researching object,adopts technical and economic methods to do analysis and research.
