Research On River Administration System From The Perspective Of Collaborative Governance

In order to cope with the increasingly severe ecological pollution of rivers and lakes,and to ensure a good ecological environment for clean rivers and green fish to swim along the shore,the river chief system has been comprehensively promoted nationwide since 2016.The river chief system is an institutional innovation that implements the main responsibility of river and lake management and protection of local party and government leaders by adhering to the problem orientation according to the current law.After several years of implementation,certain achievements have been made,but the river chief system has not played a full role in river and lake management and protection,and there is a certain gap between the expected effect and the river and lake management and protection can not only rely on river chiefs at all levels,governments or water environment departments,but also need the vertical cooperation between the upper and lower levels of governments,horizontal functional departments and the public.Based on the theory of collaborative governance and the theory of holistic government,this paper reviews the changes and characteristics of the river chief system in China.Taking the implementation of the river chief system in Beihai City as an example,from the perspective of collaborative governance,this paper analyzes the current situation,existing problems and causes of the collaborative governance of the river chief system in selected cases by using case analysis and interview methods.Some suggestions are put forward to improve the collaborative governance of river chief system.The study found that the collaborative governance of Beihai City has been criticized by people in terms of cooperation between superiors and subordinates,cooperation between relevant departments at the same level,inter-regional coordination of water control and social coordination.The reason for this is mainly that the vertical and horizontal departments in the river chief system are not cooperating smoothly,there are barriers to regional cooperation,and the main body of governance is single.On this basis,drawing lessons from the successful experience of flood control at home and abroad,combined with the practice of river chief system in Beihai City,the paper puts forward that the work of river chief system in Beihai City should optimize the organization and management by building the cooperative and interlock governance mode,break the administrative barriers by adopting the overall governance mode of administrative watershed,and build the multi-subject participation system to form the social force.
