In recent years, applications of hazardous chemicals have been significantly increased in China, both in variety and quantity, which has driven frequent transportation of hazardous chemicals. Inevitably, accompanied safety issue has become more and more prominent. More than ten cases of transportation accidents of hazardous chemicals happen in Beijing and they cause casualties, air pollutions, traffic jams, etc, which draws Authorities’ highly attentions. Taking this kind of accidents’ attributes of unexpectedness, wide spread, difficult rescue into consideration, it is still urgent to study how to effectively implement emergency relief from transformation accidents of hazardous chemicals.This study investigated the status quo of rescue teams, relief suppliers for transportation accidents of hazardous chemicals in Beijing. We analyzed 27 cases of accidents which happened between 2012 and 2014,and summarized the how long it took the rescue teams to arrive at the scene of accident and the involved vehicle attributions. Based on the investigation and case analysis, we found that there are deficiencies in Beijing’s emergency relief system targeting at transportation accidents of hazardous chemicals. They involve long time to arrive at the scene, shortages of emergency suppliers, weaker capabilities of emergency teams. The basic work of emergency relief could not be guaranteed when there is an emergency. Neither could the proceedings of the accident be quickly, adequately, and effectively controlled. To tackle with the shortage in emergency relief teams and the inefficiency in building qualified teams, this study, adopting scene optimization method, proposed a α-robust model of bi-objective programming to calculate the lease number of the establishment of emergency relief units. In terms of the shortage problem of emergency suppliers, we were based on theory of safe warehouse to predict the needs for emergency suppliers. This study also suggested special rectifications of transportation vehicles and pertinent measures to improve emergency relief system should be made. In addition, technical support for team-building and accident rescue should be guaranteed.
