| With the rapid development of society,the demand for hazardous chemicals is increasing year by year,and the probability of accidents of hazardous chemicals in road transportation is increasing,the consequences are so serious that it is necessary to study the emergency response to an explosion in the road transport of hazardous chemicals,if there is a set of options available for reference after an explosion,can reduce the harm caused by the explosion accident.In this paper,the index of importance of factors affecting the consequence of explosion accidents in road transportation of dangerous chemicals is analyzed,and the danger of explosion accidents is classified,according to the different levels of explosion accidents designed corresponding emergency plans,the main contents and results are as follows:(1)Collected the typical cases of hazardous chemical explosion accidents in road transportation from 2011 to 2020 through the Internet,and analyzed several important influencing factors of the consequence of explosion accidents through the typical cases.(2)According to the current policies,regulations,regulations and standards of the state,industry and related departments,the indexes of influencing factors of the explosion accident are selected.(3)To determine the level of risk of an explosion accident involving hazardous chemicals transported by road as the target level,taking the category of hazardous chemicals carried by vehicles,the loading quality of vehicles carrying hazardous chemicals,the nature of hazardous chemicals carried by vehicles,the location of the accident,the time of the accident,the environment around the accident and the number of casualties around the accident as the first-level indicators at the guideline level,in this paper,a hierarchy diagram is made up of several index layers,and the weight of each index layer to the target layer is calculated by analytic hierarchy process(AHP),and the importance of the index is analyzed.(4)The classification of the risk level of an explosion accident involving hazardous chemicals in road transport into four categories based on the ranking of the importance of the indicators;Based on the investigation reports on road transport explosions of hazardous chemicals published by the official websites of the People’s daily,the safety management network,the general administration of safety supervision and administration and the Provincial Emergency Management Department,the process of emergency resource allocation and emergency response to explosions of different risk levels has been compiled.(5)The database of emergency plan decision-making is established by using the information of the number of multi-function rescue vehicles,fire engines,fire rescuers,individual equipment,ambulance vehicles,medical rescuers,non-consumable medical supplies and the number of personnel dispatched by other rescue departments. |
