The development of the tourism industry is related to other factors, but tourism planning which has limitation can’t totally control these factors. Tourism planning,land use planning, urban and rural planning are plannings of different focuses in the same space.They overlapping on planning contents and procedures. With the vigorous development of the current tourism industry, the three plannings appears inconsistencies. Therefore,studying the interaction between the three kinds of planning is particularly urgent.In China, Land use planning,urban and rural planning has been refined, there are strict system of implementation and legal authority,however,tourism planning is still on primary stage, which cause many problems in the process of development. The development of the tourism industry requires scientific guidance of tourism planning and puts newer and higher demands for it.` In order to enhance the maneuverability of the tourism planning and promote the development of tourism,it is necessary to shift perspective and carry on system innovation in tourism planning.Therefor,based on discussing the conflicts between the formulation of tourism planning and the practice,the paper expound the necessity and possibility for the coordination of the three plannings.The paper emphasize the similarities and difference of the three plannings in targets, tasks, contents, methods,management and so on,and then present the innovative approaches to draw up tourism planning.The mechanism for coordinate the three plannings is also discussed.Research on the overall tourism planning of Kunming Jiaozi mountain tour special line demonstrates new methods to make tourism planning and ways to strengthen the links between tourism planning and other plannings.
