Research On The Conflict And Coordination Path Between Land Use Planning And Urban-Rural Planning In Land Spatial Planning

Land use planning and urban and rural planning are both formulated with national economic and social development plans as guidelines,which are very important parts of territorial space planning.Moreover,the planning objects of the two kinds of planning are the same,and their core is the rational utilization of land resources and the guarantee of land development in a measured and effective manner.How to coordinate the conflict between land use planning and urban and rural planning under the spatial planning system has become the urgent need to improve China’s spatial planning system.In this paper,the county-level planning is taken as the research object to analyze the causes of conflicts between the "two regulations",and the feasible path of coordination between the "two regulations" is found,which is conducive to providing a basis for government departments to make more perfect and feasible territorial space planning,and to alleviate the conflicts existing in the current land use.It is of great significance to guide the intensive and economical use of land,ensure the construction and development of cities,coordinate the relationship between rural and urban harmonious development and the sustainable development of economy and society.This paper systematically analyzes the relationship and difference between land use planning and urban and rural planning by means of various references and interview materials,and uses the methods of literature review,comparative analysis,investigation and research,induction,etc.to study the relevant interest relationship in the preparation practice of the "two plans" during the transitional period of institutional reform in Yongjia County,and diagnose the management content,interest relationship,planning direction and positioning of the two plans The conflict of land supply and demand.The article makes a deep analysis of the causes of the conflict between the "two plans" from the macro perspective and the technical level,and finds that the macro factors such as the inconsistent guiding ideology,the imbalance between benefits and public welfare,the imperfect management system,the low professional quality of personnel,and the imperfect legal and regulatory system limit the coordinated development of the "two plans",while the basic data,planning period,land use scope,indicator prediction,land use classification standards Differences in technical aspects such as land use layout also seriously hinder the "two in one".Therefore,based on the research results of domestic experts and scholars,this paper proposes that the planning system of "two plans" must be sound and the compilation technology must be unified to ensure that the planning work is carried out scientifically and reasonably.For the competent department,it is also necessary to carry out reasonable planning and supervision of the local planning authority,coordinate with land use and urban and rural planning,and promote the orderly implementation of the reform of the administrative examination and approval system.In addition,relevant policies and regulations should be promulgated to give more legislative protection.
