Water shortage has become a global problem in the 21st century. The water resources per capita in China is 2220m3, and it is predicted that, in the year 2030, when the population reaches 1.6 billion, the number will decrease to 1760m3. According to the well accepted criterion, a country with lower than 1700m3 per capita water resources will be considered as a country with water shortage problems. Therefore, the water problem is very serious for us. For the city Xi'an, the water shortage problem is even more serious, and it is predicted the water shortage will reach 2. 6billion m3 in the year 2030. The per capita water resources for Xian is 1/6 of the national average, and 1/3 of the provincial average. In addition, the exploitation of water resources has not been well balanced, and over-withdrawing of groundwater exists for some regions., which has caused a series environment problems. All these have directly endangered the future development of this ancient city and the safety of both the property and lives of its inhabitants. To realize sustainable utilization of the water resources and ensure the rapid and healthy economic development has become a key issue for the future of Xian, and among many problems, how to reasonably exploit water resources is exceptionally important. This paper, in view of the existing problems, adopting the water resources potential theory(WRP), started from investigation, then fully analyzed the present water resources utilization situation, degree and its potential, and finally present suggestions and measures for future water resources development.1. Systematically stated WPT, including definition, principles, and research methodology.2. Fully analyzed the city's the social development and social-economic conditions, and special attention was paid to the future development plan, and made suggestion for the directions for future economic structure adjustment.3. Investigated the water resources volume and quality and exploitation condition, conducted water balance for the present condition at 75 and 95 probability levels, and listed the problems in water resources development and management.4. Two methods, one looked into the percentage of surface water and groundwater; and the other introduced fuzzy set theory, and took the social economy and water system as one system for analyzing. Similar results were obtained from both methods.5. Based on the present situation, analyzed the potential for the city, and proposed the plan to realize the potential, including finding other sources, water-saving, wastewater processing,etc.6. In view of the existing problems, and relating to author's experiences, proposed suggestions and measures for future water resources management.Water resources are the lifelines for the social-economic development of the city, and the objective of this paper was to identify the existing problems, especially how great is the potential. Thus, the corresponding plan and measures can be made at the earliest time. This will provide guidelines for the sustainable utilization of the water resources and lay an important fundation for the city's social-economic development...
