| Shanxi is one of the provinces in which water resources shortage is serious. With the development of national economy and society, the growth of population and the acceleration of the course of urbanization, especially the large amplitude accession of industry water, urban domestic using water and ecology water, the conflict of water resources shortage will become worse. To ensure the sustainable development of Shanxi's social economy and sustainable utilization of water resources, it is necessary to analysis the potential of water resources and bring out feasible developing ways of water resources potential on the basis of totally analysis of water resources and development and utilization status in shanxi province. Consequently, research on potential, development and utilization of water resources is an important topic for the sustainable development and utilization of water resources in Shanxi province and has important guiding significance to ensure the coordinative development between social economy and ecological environment in Shanxi province.This paper summarizes the research trends of water resources at home and broad using ways of system general analysis, induction and deduction and generalization; the characteristics and problems of water resources development and utilization are analyzed through investigation of water resources and development and utilization status; on the basis of summarizing present research data and outputs, the comprehensive assessment of development and utilization degree of water resources is given by ways of combining single index and fuzzy comprehensive judgment; based on the development level of economy and technics in shanxi province, the potential of water saving and open source in different stages are analyzed, a feasible plan of water resources potential development is proposed combining the layout in the near future, medium range and long time in shanxi province. The main conclusion is as follows:1. The conflict of supply and demand of water resources is extremely outstanding for the shortage of water resources, serious pollution, great disparity in variety of high flow and low flow, maldistribution of space-time in Shanxi province. In 2000, under the water supply condition of guarantee rate of P=50%, P=75%, P=90%, water depletion amount is 9.409 a hundred million m~3,28.381 a hundred million m~3, 35.283 a hundred million m~3. The water depletion rate is 12.0%,32.5%, 40.3%.2. The development rate of surface water in Shanxi province is 38.8%; the utilization percent of surface water is 44.7%; the recovery percent of ground water is 77.42. The utilization percent of ground water is higher than that of surface water. The range of comprehensive point rating value a of utilization percent for water resources of 11 cities in shanxi province is 0.502~0.140 (0<α<1 higher amount means the utilization percent is lower, the potential of development is bigger). The biggest value in Xinzhou city is 0.502(the utilization percent is lowest ); the smallest value in Taiyuan city is 0.140 (the utilization percent is highest). It follows that the utilization percent of water resources is lack of balance extremely in different administration area in Shanxi province.3. Widening sources and saving water are two important approaches for potential development of water resources in Shanxi province. Through exploit potentialities effectively, the overall potential of water supply is 8.96 a hundred million m~3 in 2010 in Shanxi province, the potential of ground water is 5.57 a hundred million m~3. Among nontraditional water resources, average increased rainfall amount is 6~8 a hundred million m~3 every year. The potential of collection of rainfall is 2 a hundred million m~3. The potential of waste water utilization is 0.64 a hundred million m~3. Through the channel to prevent the leakage, all types of water saving irrigation area are developed, utilization coefficient of water is lifted, industry construction is adjusted, repetitive utilization rate of industrial water is lifted, water usage amount per a ten thousand yuan output increased adopted advanced production technics, water saving sets and tools are put forward, utilization skill of medium water is developed, pipeline reform in city are strengthened. General water saving amount of industry, agriculture and domestic in 2010, 2020, 2030 is separately 8.82 a hundred million m~3, 10.12 a hundred million m~3, 13.45 a hundred million m~3. |
