| Guyuan area is located in northwest of the China, in the upper reaches of the Yellow River ,belongs to the arid zones,.The middle reaches of the Yellow River is the Loess Plateau. Water resources in Guyuan area is a kind of strategic economic resources and social public resources. This article is intended to introduce Guyuan region's status of water resources, water resources allocation, development and utilization and management of the implementation of measures , reflect the current water resources development ,utilization ,protection and comprehensive management of the status in Guyuan , in order to identify the existence of some legal issues, and explore solutions related to improving the current system. In this paper, the first part is based on the research and investigation in Ningxia,talking about the analysis of the current water situation and existing problems; the second part is mainly on the development and utilization of water resources there, the success achievement and problems existed ; the third part of the main issues is related to water conservation: the fourth part shows comprehensive management advices and suggestions from the legal, technical, economic, scientific, educational, cultural, health and ecological aspects .
