Guan Zhong zone is a water resource shortage area. Beside of the measures of water saving, constructing water works, and inter-watershed water dispatching, functions of existing water works should be noticed sufficiently to connect and dispatch various water works as a whole, so as to relax or to solve conflict between water resource supply and demand and to make a sufficient and effective use of water resource. However, the large-scale or medium-sized water works in Guan Zhong zone are independent each other as a self-existent system. Being not form a united network, these separated systems can't cooperate mutually, so that the developed water resource can't be best used and often be wasted. The paper analyzes the necessity and feasibility of water works conjunction dispatching and chooses rational water works conjunctive dispatching projects based on the research of emphases water works connection and optimal dispatching. The research achievement has a certain reference value for the program arrangement and prophase work of Guan Zhong Zone water works construction. The methods used and the program technology can be put into extensive utilization such as multi-water source, multi-object water resource development and planning in the future.The. paper advanced feasible advice of conjunctive dispatching and feasible conjunction measures with system engineering as its theory standpoint, with water resource sufficient and rational utilization as its goal, with water works supply and demand balance analysis as its content, and with optimal theory technology as its full and in-depth research basis.The main work includes key engineering water resource utilization situation investigation and assessment, different water supply projects water supply and demand balance analysis, feasibility analysis of conjunctive dispatching and conjunctive dispatching projects choosing, and mathematic models research of conjunctive dispatching.Through analysis and study, it is believed important and feasible that the implemented projects, the importing Feng jia-shan reservoir into Yang Mao-wan reservoir and the water supply from Shi tou river to Xi'an city; form the synthetic analysis of the main factors -quantity, time, apace and user' character, it can be conferred that It is not necessary for the four projects in the western areas to join together at present; Adding gate at the2head of Lin Jiacun trench can only help to relax the problem of lack of water in Bao Jixia irrigation area, to solve the problem of short of water in the irrigation area needs to take project measures at the trunk and branches of Wei He river from Lin Jia village to the upper stream ; The mode of supplying water of the four projects in the western areas are all by gravity, they can only be supplied one way and can't be supplied each other.
