Based on the traditional expressway tolling system, which is combined by the manual and computer operation, the paper makes a comprehensive evaluation on technical economy of the different upgrade schemes. According to this kind of comprehensive evaluation of technical economy, there are little mature theory and comparative analyses approach in the world. The paper is designed to discuss the methods on this kind of technical economy. In light of the features of tolling system upgrade project, the paper identifies and measures the benefit and cost of the project, establishes the comprehensive evaluation. Finally, the method is applied on a specific case by using the Grey Correlation Degree and Analytical Hierarchy process.The research outcome of this paper mainly includes:Firstly, based on the character of Toll collection System, the conceptual project of how to integrate ETC technology into the existed manual combined computer toll collection system has been designed. And this offers a feasible thought for the management departments of toll expressway and bridge in China. Since they are facing a problem that introducing ETC to enhance efficiency without interfere the normal operation, thus solving the " bottleneck" in the toll station .Secondly, A set of assessment index system has been established. The index system is fit for the project of upgrading and revising the toll collection system in the expressway, and makes a reference for other system assessment like this. At last, this paper uses the principle of grey correlation degree, combined with AHP to determine the weight of assessment index, and according to the multifactor and multi-index of upgrading and revising toll collection system development project, put forward the grey correlation method. The approach isexplicit and easy to use. The case computation in the paper can make a referencefor engineering technician and manager.
