With the social and economic development in recent years, China’s sustained and rapid growth in vehicle ownership, road transport system will face increasing challenges. Highway with its fast, safe, comfortable, economical advantages of an integrated transport system in place in the increasingly important road transport system has become an important part. Recently, the main mode of highway construction is "road construction loans, loan fees."Highway toll station management is an important part of the highway management, but also a bottleneck highway access road, the main problem is congestion charging station. The eyes of the world will be transferred to the toll collection system(Electronic toll collection, referred to as ETC) in order to solve the traffic congestion problem at highway toll stations. But alterations ETC toll collection system there are also large investment, involving a broader, higher risk of negative effects. Decisions before the project is necessary for ETC renovation project benefit evaluation, policy makers, investors and relevant departments of the renovation project benefits and costs need to bear the risks and possible negative impacts, such as a more comprehensive understanding.This paper aims to study the highway toll system on the basis of the original manual and semi-automatic toll collection system combines a computer on a comprehensive benefit evaluation of the different ETC toll collection system upgrade program. ETC renovation project for such a comprehensive benefit evaluation, both at home and abroad does not have a mature rating scheme comparison of theory and analysis methods, our country is still in the initial stages of development ETC is now focused on ETC toll collection system against itself technology development and promotion, not much accumulated experience. Therefore, the overall efficiency of the evaluation of this paper is to explore a way to do on departure from the features of ETC toll system renovation project, carried out the benefits and costs of the project to identify and measure, the establishment of a comprehensive benefit evaluation index system ETC remodeling project and by reference AHP, Aikawa for high-speed toll station Yuhe cases were practical engineering applications.
