Nowadays, with the presentation of the proposal of sustainable development, environment protection conception has deeply embedded into people's minds. The environmental problems which are caused by the railway construction have also gradually attracted the people's attention.Based on the Project supported by National Natural Science Foundation of China(50578164),this project adopts the thoughts and methods of systematic analysis, synthetically applies multiple objective decision making method, introduces the component-based development method, uses GIS as its main supporting technique, DSS as its core theory and railway alignment environment impact factors as starting base, completely integrates the characters of green railway alignment selection, studies decision support technique of green railway selection based on environment protection conception, makes an overall design to GIS-based green railway alignment selection decision support system and puts it into practice primarily, especially the model base system.The main tasks of the paper are as follows:1. This paper uses the idea and method of Systems Analysis, researches the basic theory and target of the green railway selection, analyses the connotation and influence factors of the green railway selection in order to summarize its characteristics and complexity and Provide support for the decision support technique of green railway selection.2. This paper makes a deep Research on the domestic and overseas status, the basic theory of the DSS and GIS. It supports the Visual Basic .Net as development platform and combines the development method of component-based GIS in order to enhance the compatibility of system, and completes the primarily overall design finally.3. Among the commonly used Model Base System (MBS) at present, the sharing and flexibility of model are all very bad, and the expandability is relatively bad in some systems based on static function library. In view of the above problems, the paper has further investigated the current situation of domestic and international research and basic theories of the MBS. According to the characteristic of GIS, it realizes the organization and memory of the model by the way of the relation Database to unite with the file base. At the same time setting out from the angle of raising replying of the model and the dynamic expandability of the system, it introduces component technology into the design and realization of the model Base, develops Model Base System, realizes the managing effectively of the model, and improves the aid decision ability of GIS.4. This paper Collects a lot of environment evaluation reports and documents, researches the status, the characteristics and the development direction of each environmental elements of the railway, summarizes the assessment method, extension and standard of each assessment index about the EIA of green railway selection, puts forward the forecasting methods in allusion to each factor which are adopted by this system. The procedure of the each model which is achieved in the system has been validated according to the examples, and the result is very good.The exploitation and realizing of the system will perfect the way of considering the environment problem in the process of the railway selection, it can not only offer reference information of environmental aspect to help people deal with the problem in the process of the railway environmental assessment by model and environmental database which has been built, but also can achieve the visualization of decision-making and can provide some suggestions for the development of the green railway selection software.
