Researching Of Valuation Mode In Construction Engineering Project Bidding

Tender and Bidding Law of PRC is a very important law in the system of socialistic market economy laws in our country and is the basic law in the whole field of tender and bidding. Since carrying out for one year, it has played an active role for standardizing the action of tender and bidding in the architecture market, protecting the lawful rights and interests of both tender party and bidding party and the social public interest, and effectively containing the unhealthy tendency and malversation in the field of tender and bidding. But with continuously deepening its executive practice and continuously expanding its executive scope, some deep-layer contradictions and problems in the activities of tender and bidding management gradually appear. The unreasonable valuating style of tender and bidding is the key factor, which affects the interest of the tenderee and the fair competition among the bidders.This paper is carried out for analyzing the basis of the actual expenses constitution of the construction installation engineering, the engineering valuation policy under the actual tender and bidding system and the engineering valuation mode in Hong Kong, the United States and Japan. It emphatically discusses the choice and establishment of the list of engineering amount valuation system of the construction engineering in our country from the three aspects of the establishing principle of the list of engineering amount, the analysis of the quoting process and the content of the quoting basic form. It puts forward the policy and suggestion for perfecting the tender and bidding valuation system of the construction engineering in our country: (1) Encouraging construction enterprises to establish "enterprise quote" ; (2) Improving tender commercial assessment methods, which are current now, and carrying out the reasonable low-price bid-wining principle; (3) Greatly developing the intermediary institutions of engineering cost consultation, and pushing our country's engineering valuation system to connect with the international conventions; (4) Enacting the construction contract condition of the construction engineering, which is suitable for the valuation system of the list of engineering amount.
