Study On The Bid Evaluation Methods Of The College Construction Projects Under The Model Of List Valuation On The Engineer Amount

Since bidding evaluation is the central step in tendering and bidding of the college construction projects, the scientific and reasonable valuation methods play a key role for the tenderers, colleges, to attract the best bidding plans and make a successful construction project. The application of the model of list evaluation on the engineer amount has greatly improved the efficiency of the college construction bidding projects. However, as the traditional evaluation methods are not sufficient to demonstrate the general idea of controlling quantity, guiding price, competitive cost and separation of quantity and price in the list bidding, the results of the college construction projects cannot be optimized, which, thus, restricts the spending of the college capital.In view of the characteristics of bill of quantities and the traditional evaluation methods, the paper introduces the value engineering theory into the bidding evaluation and calibration of the college bidding projects and builds a new evaluation model based on the value engineering theory, which provides a new way for the bid evaluation methods of the college construction projects under the model of list evaluation on the engineer amount. In this model, consideration is given to the evaluation of both technical bids and business bids, and all the bidding schemes are compared and sorted according to the value coefficient ratio, which promote the comparability of all the schemes. With the Analytical Hierarchy Process (AHP), experts are able to make sure of the weights of evaluation indices more reasonably.Through the demonstration of the theory and analysis of the example of college construction bidding evaluation, the new model can effectively optimize the process and the results of bidding evaluation in an open, fair, just and clear way. In terms of the application, the new model is intended to better balance the functions and the costs in the college construction projects and gain the comprehensive benefit. It further supplements and revises the comprehensive evaluation rather than getting rid of it thoroughly.The evaluation results in the case are consistent with the factual evaluation results, which show that the choice of indices and the processing of data in the bidding evaluation model is feasible. Besides, the new model also plays an important role in improving the management of college construction bidding, enhancing the control of capital in the new campus construction, reducing the time on construction and ensuring the quality of the projects.
