In this paper, according the basic theory of "total volume controlling method", the author study the methods of highway planning, such as the traffic volume prediction, the blur evaluating of level and structure of highway net , multi-goal planning optimize model for highway net .All fruit can be reference for region highway planning .As its application, the author systematically analyze and study the QuZhou's highway planning, made some suggestion for highway construction programs, and can be supplementary for highway net planning that written in 1996.
