As the International Safety Management (ISM) Code Came into force and became compulsory for Chinese oceangoing ships. The safety management level of Chinese shipping companies has been improved via the establishment, implementation and maintenance of Safety Management System (SMS). However, from the safety management system audit practices for recent five years, it is difficult for the competent authority to evaluate the SMS effectiveness of a company as a whole with quantitative methods. On the basis of summarization and induction of relevant requirements to shipping companies imposed by ISM Code and widespread inquiries for SMS auditors and expertise, "The Effectiveness Evaluation System of SMS Functioning" set up an effectiveness evaluation indicator system of SMS functioning. These indicators are: 1.the average number of inspection deficiencies per ship, 2.the average rate of ship detention, 3.the average rate of ship accident, 4.the rate of SMC invalidation, 5.the rate of Non-conformities (NC) between internal audit and external audit, 6.the rate between the number of NC from external audit and the positions within SMS of the company, 7.the repetitions number of problems occurred from the same area. By using fuzzy methods, a quantitative model was set up, with which the functioning effectiveness of SMS is analyzed and evaluated specifically. By putting the evaluation model into practice, it shows the evaluation results are consistent with the company SMS functioning practical situation. Therefore, it demonstrates the evaluation system is a scientific method that can be. widespread used.
