With the development and application of high technology have brought new requirements for power quality and reliability power supply, the controlling and protection syetems of HV and EHV substations have to meet these requirements .Improving power system network,enhancing capability and reliability of power supply and level of intergrate automation must bemeet demends of society.This is the first goal of power system.Substation integrate Automation systems(SIAS) is development based on computer and network communication techniques, and which has be developed rapidly recently. The production update and change generation is processed in more and more speed From the points of applications, a series of automation technology reformation has been brought in substation designs, installation, debugging, operation, maintenance and management with SIAS. Now, no detail SIAS deign requirements and produce standards has been established, the type and system configure of SIAS productions found in markets are quite different Thus, in the process of project design and application, it is of essential for choice an ideal SIAS that to reasonable configuration. In this paper, a series technology requirements which satisfy spot and project needs are proposed through a key electrical power project total course desiga The functions, development process and development direction of SIAS is also analysis by the author. On the survey of markets and productions, the author consider that the distribution, layered and Field Bus based SIAS is a mature and applied SIAS. For proposed SIAS, configuration and selection type and carried out, and these not to meet requires for spot are also deleted, then fulfillment the design and implement the projectThis paper proposed technology requirement have been adopted by many design institutes, applied in many projects and shown good results since its application. To overcome the shortcomings of current SIAS, it conclude the direction of SIAS is develop intelligent production which possess characteristics of'Tool type".
