Middle-Route of South-to-North Water Transfer Project is the important part of South-to-North Water Transfer Project, it's important to solve the water resource shortage in Beijing and Tianjin and the area of North of China, and improve the ecological environment of diverting area, and promote the sustainable development of economy and society in diverting area. In the diverting area and supplying area of Middle-Route Project, natural condition is complex and space-time distributing of water resource is disequilibrium and there are lots of great and middle water conservancy works. In order to find out the potential operation problems in the future, harmonizing the conflict of using water in various areas and various departments, and studying the operation model of reservoirs should be followed in satisfying system optimal, which is the important task in project planning and design and in operating management. In this paper, in light of regulation principle of Middle-Route of South-to-North Water Transfer Project, aimed for all regulation projects, especial for short-term project, theory and technology of system simulation is applied to establish simulation model, to develop the simulation platform software of water operation in Middle-Route of South-to-North Water Transfer Project. The research of this simulation system can be provided as a proof for demonstrating and determining the regulation projects as well as practice operation. It is significant for water resource optimal dispatch. As a subsystem ofSouth-to-North Water Transfer Project system simulation, it is compatible with the other subsystems, and also can be run lonely. This platform has the good in interface, can be manipulated conveniently, used widely. It comes up to the development of computer technology and has the character of enlarging easily.In this paper, this platform is provided for simulating the process of water operation in Middle-Route of South-to-North Water Transfer Project. By a serials of simulation experiments, it is concluded that the water usage in mid-lower reaches of Hanjiang river is not affected and the water shortage in Beijing and Tianjin and he area of North of China is effectively solved after water transfer.
