Recently, the constructions of computer monitoring and controlling systems have been developed widely. However, presently, the problems of data exchanging between dispatching center and its substations have not been coped with perfectly, which has hampered making unmanned substations a reality.Owing to the heterogeneity existing in many aspects of monitoring and controlling systems such as platforms, programming languages, communication protocol data formats etc, it is a difficulty and key point to solve the problem of hi-cost system integration. In addition, it is impending to make into a whole by bringing monitoring and controlling system and management information system together. So, taking effective methods to realize the bigger scale integration and data exchanging between dispatching center and its substations is of significant importance.This thesis illustrates technologies that have been used at home and overseas to cope with the data-exchanging problem in distributed heterogeneous systems, analyzes the insufficiencies of traditional solutions based only on some component model suchas COM/DCOM and CORBA, and puts forward a new light common solution based on XML/SOAP/Web Service to solve the problem. At last, according to the need of hydroelectric power stations, this thesis suggests to combine the power station alert system with SMS Web Service on the Internet to alert for troubles. Further more, this thesis sets up the basic framework of alert server and describes the core code of the framework by using Delphi 6.0.The heterogeneous data exchanging solution based on XML/SOAP/Web Service has platform dependency and good expansibility. This solution can make software developers break out of the limitation of platforms, operating systems, programming languages and developing tools.
