Research On The Generation And Distribution Of Digital Notice To Mariners

Chart correction has a direct effect on the navigational safety. It comes so many shortcomings when manually correcting electronic chart. In this paper, we have researched the way of turning Notice to Mariners into digital form. Also, we designed the data format of digital Notice to Mariners. With the technology of network and database, we developed the digital Notice to Mariners distribution system, which lay down the technology base for automatic correction of electronic chart. Firstly, we introduced the concept of digital Notice to Mariners and the necessity and feasibility of establishing digital Notice to Mariners in Chinese Sea area. Then we analyzed the standard formation of Chinese electronic chart, giving the format of correction data which based on the Notice to Mariners. For the effective management of digital Notice to Mariners, we supplied the details and designing methods of digital Notice to Mariners data, developed the way of distribution of digital Notice to Mariners. At last, we explained, with examples, the detail way of the realization of generating and distributing digital Notice to Mariners under the Windows and Unix platform.
