Energy resource and environment are two basic eIements affecting people's living condition.Being a clean and renewable energy, wind power has very broad developing prospects. Wind. power is a new but booming industry in China. The next five years wilI be a very significantperiod for developing wind power in large scale. To make wind power data and information moresystematic and standard is a requirement for developing wind power greatly in China, and a needto keep up with other advanced countries, so as to provide accurate, comprehensive and uptodateinformation for the government, institutions, related organizations and groups, etc., and help themanalyze and make decisions. Moreover, in l990's, the great progress of computer science andnetwork technoIogy and the popularization of high-quality software and hardware promoted theprocess of global communication and made information resource shared worldwide1y. So, it ispossibIe to build a Wind Power lnformation Management System (WPlMS) with advancedcomputer technology.After all-sided demand analyzing, this paper accomplished the design and implementation ofWPIMS on Windows NT platform, based on the former designed Client/Server Wind PowerInformation System.Firstly, the advantages and disadvantages are analyzed and compared between theCIient/Server mode and the Browser/Server mode. A solution with both modes combined togetheris presented, so that it can take advantages from each other. In this way the system can provideinformation for users from different platforms and regions. And the former system wilI also betlilly utilized. Secondly, a wind resource database and a wind power feasibility study projectsdatabase are designed. The algorithms of wind resource characteristic indices calculation and themethods of wind power prOject assessment are presented. And related application programme hasalso been deve1oped.At last, active Web pages are designed and developed by using the ASPtechnoIogy, which enable the information transmitted from the wind power database to theInternet.The development process is guided by software engineering theories. The design of databaseis based on the normal form theory of relationa1 database. New and advanced computer, technology is applied in this system. ln general, the WPIMS has friendly man-machine interface,completed functions and steady performance and is of high security and reIiability. Windows NT4.0 is chosen as operation system, SQL Server 6.5 is as DBMS, and I1S 4.0 is as Web serversoftware. The deveIopment tools of C/S and B/S programme are Visual Basic and Visual InterDevrespectively.After widely appIying of WPIMS, it will do benefit to enhance the working efficiency andmanagement level of wind power workers, and will promote the development of wind power inChina.
