The railway is an important national infrastructure and the main means of transportation, it plays an extremely important role in national economic development. With the background of rapid IT development and railway system reform, all of railway bureaus combine information management and practice of Railway Communication and Signaling Division. According to their own characteristics and business demand, Communication and Signaling Management Information Systems (CSMIS) are developed.In the paper, the information building will be introduced firstly, Beijing Railway Bureau CSMIS and Hohhot Railway Bureau CSMIS as examples are presented. Then I analyze the characteristics and shortcomings of Integrated Communication and Signaling Management Information System. Aim at the Communication and Signaling division' drop-behind, I design the CSMIS for railway, in order to manage equipments and employees.The main structure of CSMIS adopt 3-tiers frame of "Interface-Middleware-Database", so that system service logic function and basic operation of database might be divided from user application interface. The development platform is "JDK + Tomcat + Eclipse + SQL Server 2000", and programming languages are JSP, Java, JavaScript, SQL and HTML.The CSMIS contains four subsystems in all: Signaling Equipment Monitoring Subsystem, Fault Diagnosis Subsystem, Equipment Management Subsystem, and Employee Management Subsystem. Monitoring Subsystem mainly accomplishes monitoring of signaling equipments, and can send monitoring information to show maintenance staff of Communication and Signaling Division immediately via web. As an example to monitoring voltage of power supply panel, I define the data format and design the table in the subsystem. Fault Diagnosis Subsystem is the most important part of CSMIS. With application of the theory of expert system, it can diagnose the typical fault of automatic block system. To the ZPW-2000A track circuit as an example, the paper expounds design of fault tree; method's collecting of knowledge expression, setting of reasoning mechanism and design of expert system database. It can estimate fault point, and conclude the reason of fault. It is helpful to assistant Maintenance personnel to repair equipments' failure. Moreover, in order to help the maintenance personnel in repairing, the subsystem can monitor parameters of track circuit. In this paper, the ballast resistance as an example is studied, so that the method of monitoring track-circuit's parameters is presented. Equipment Management Subsystem and Employee Management Subsystem are mainly responsible of equipments and employees.After designing of CSMIS, it is concluded that the CSMIS based on B/S mode have powerful function, visiting convenience, scalability strong, update easily and so on. Thus, the CSMIS, can meet sorts of needs in Communication and Signaling Division, and achieve information construction.
