Along with the speedy development of the foreign trade in China, the maritime industry attains the swift and violent progress; meanwhile, the throughput of cargo is increasing sharply. According to the statistics from the Ministry of Communications, the throughout increase greatly from 306,86 million tons in 1980 to 1.64200 billion tons in 2000 with the annual growth of 8.7%. As a result, the traffic environment has been changed and the vessel accidents have been increased with heavier and heavier in and around port, and larger and faster vessels. So, to prevent the accidents in port and to transport safely and efficiently, the research in the maritime traffic system consisting of personnel, ship and environment has been done on from many aspects by many countries. This paper mainly emphasizes on the safety of the water traffic in and around the river ports by hydrodynamic model of ship maneuverability and the math method of fuzzy system.It is typical of the mode of "one port to one leg of fairway "as to river port. ZHANGJIAGANG port, the research by this paper, locates in the south waterway of FUJIANGSHA, a curly and deep waterway, and advantages in river shipping. By far, in this port has changed into dock cluster owning 21 berths over myriad ton. In addition, there installed 15 buoys for ocean vessels in the center of fairway.The vessel traffic in and around port is a large system reacted to personnel, ship, and environment, which concerns either is the individual ship's movement in different time in and around port, or all ships' movements. The thesis builds up hydrodynamic model of ship maneuverability and the math method of fuzzy system to quantitatively assess on the port traffic environment and its safety.Six chapters are presented in this paper. The state of arts on the assessment of the traffic safety in various countries and the development course in the field is reviewed in chapter 1, moreover, the methods, purpose, and the purport of this thesis are expound in this chapter. The composing of the port traffic safety system is analyzed in chapter 2, as well as the course of the assessment on the system safety is elaborated. The mathematical mode of ship maneuveringmovement as the basis of emulating in this thesis is carried on theoretical modeling analysis under many working forces in chapter 3. The model of fuzzy comprehensive rank assessment is built in chapter 4 by the theory of fuzzy math. With simulating and quantitatively assessing the shipping condition and the safe environment of the ZHANGJIAGANG port in former two chapters, some suggestions are rendered in chapter 5. At last chapter, the conclusion and the shortage in the paper are summarized, contemporary, the innovative points and the conceptions consummating this system are also pointed out.
