In recent years, Lanshan Port has been confronting with a tight berth schedule due to the fast development of the port and. the growing number of the vessels.To speed up the construction of the Lanshan Port in Southern District of Rizhao, make full use of coastal resources and to meet the needs of the development of hinterland industry, referring to the overall planning, Rizhao Port plans to build two berths named Lan South 12#,16#. The increase of the berthing numbers make the traffic and the navigation environment more and more complex, which may further result in a higher risk possibility of traffic accidents. Therefore, it is necessary to make a research on the navigation risk at Lanshan Port, At the same time, it is also beneficial for checking out the feasibility of the port construction and berth designing.This feasibility study aims to identify the general common conditions in the pre-production phase, giving the scientific assessment to the factors affecting navigable waters of the port condition. At the very beginning, the paper analyses the navigation environment of the port, including the natural environment, port environment and the traffic environment. Secondly, the paper analyses the factors influencing the construction, which gets the essential factors for an project. Thirdly, an evaluation is made on the navigation safety of berth Lan South 12#,16#. Lastly, risk-preventing procedures are given to the vessels, administration department and the port authority respectively based on the evaluation result.Via the risk assessment for berth Lan South 12#,16#, the paper comes to the conclusion that the construcition navigation safety is pretty high and provides safe navigation advice for the vessels passing by, which also provides theoretical reference for port constrction and for the cleaner water and safer navigation of the area.
